The few federal and state resources, mostly in the form of grants and loans, are NOT yet accessible to AB 540 students. However, both economic and political interests are trying to make federal and state resources available to non-resident students who meet AB 540 requirements. The political struggle is being waged through negotiation of the federal Dream Act and the California Dream Act (SB 160); the latter was vetoed twice by the Governor on September 30, 2006 and 2007.

Scholarship Tips:
 

Apply, Apply, Apply! But do not rely too heavily on scholarships that do not require a social security number because they are limited in number and becoming increasingly competitive.
  CHECK ELIGIBILITY REQUIREMENTS and call the scholarship providers. You do not want to spend hours putting a scholarship application packet together only to find out the scholarship is no longer offered or that your residency status makes you ineligible.
  Many times, scholarship providers will let you use a tax payer ID number lieu of a social security number. Please call the scholarship provider first, and make sure that they will let you do this.
  Do NOT use a tax payer ID number without asking the scholarship provider first. Also, if you have a card that says "Not for Work Authorization" do NOT use the number on that card, it is NOT a social security number.
  You should ask about how the scholarship is awarded to you. Is the money given to you in the form of a check? Is the money filtered through the college? Answers to these questions are important because they determine how you will access the scholarship money awarded to you.
  It is recommended that students begin looking for scholarships as early as possible. What does this mean? Do not wait until the summer before entering college to apply! Begin your search while in high school and within your high school, school district and local community.
  Some private universities, companies, and organizations may provide financial assistance to help undocumented students pay for college. Contact individual groups to find out about resources that may be available to you.
